The First Intimation serves as the formal commencement of a candidate’s practical legal training. This process is initiated once a student has successfully cleared their LLB Final Examination and the Law Graduate Assessment Test (Law GAT), thereby meeting the statutory requirements for enrollment as an Advocate. Upon the successful submission of the First Intimation, the candidate begins a mandatory six-month pupilage (apprenticeship) under a qualified senior advocate. During this six-month term, candidates are required to attend a compulsory two-week Bar Vocational Course. This program features specialized lectures delivered by legal experts and seasoned practitioners to bridge the gap between academic theory and courtroom practice. Following the completion of the six-month training period and the fulfillment of the BVC requirement, the candidate becomes eligible to file their Second Intimation for final enrollment.

The Second Intimation marks the final phase of the enrollment process. A candidate becomes eligible to file this intimation only after the successful completion of the mandatory six-month pupilage period and the fulfillment of the Bar Vocational Course (BVC) requirements.
The Second Intimation involves the submission of a comprehensive application package, which includes: A complete record of the candidate’s credentials such as- Case List: A documented list of legal matters the candidate assisted with during their apprenticeship; Verified affidavits, authorizations, and character certificates as prescribed by the Council.
Once the application is formally filed, the candidate is scheduled for an interview before the Enrollment Committee of the Islamabad Bar Council (IBC). This interview serves as a final evaluation of the candidate’s fitness for the bar: A final scrutiny of all academic and apprenticeship records; Candidates are questioned on personal background, procedural law, and the specific details of the cases listed in their apprenticeship record; Assessment of the candidate’s understanding of relevant case law and professional ethics.
Upon a successful interview, the Committee recommends the candidate for enrollment. Once approved, the candidate’s name is formally added to the roll of Advocates, and they are issued a license to practice before the District and Sessions Courts.
